Bruno Dupré
Bruno Dupré has been detached by the French Ministry for Europe and Foreign Affairs to the European External Action Service (EEAS). In April 2023, he has been appointed Political Advisor for the Indian Ocean. He is in charge of strengthening the EU maritime presence and engagement in the region (Horn of Africa, Red Sea, Gulf, Asia) and to seek support from coastal states and like minded (US, UK, India, Japan) to coordinate EU’s actions and activities in the region. Before 2023, he was Security and Defense Advisor to the EEAS Secretariat General. Among the files under his responsibility, he has mainly focused on security threats such as pandemics (Ebola), chemical weapons (Syria), drones (targeted killings), nuclear issues (nuclear fuel bank) and since 2017 on European defense policy and strategic autonomy. He has held in his career different positions, inter alia: Head of the Disarmament Bureau for the Strategic Affairs Directorate of the French Defence Ministry, Political Advisor on Armaments in NATO Secretariat and Armament Attaché at the French Embassy in Washington. He holds a PhD in law (European University Institute) and a Master of Administration from the Kennedy School of Government of Harvard University.
