Conference on Investment Screening in Austria

On Thursday, 13. June 2024, the second edition of the annual conference on investment screening in Austria and the EU will take place at the University of Vienna.
The aim is to convene experts from academia and legal practice to discuss topical issues of investment screening and further legal initiatives designed to strengthen the EU’s open strategic autonomy. After a kick off keynote by Cynthia Zimmermann (Federal Ministry of Labor and Economy), the first panel chaired by CELIS Director Lena Hornkohl (University of Vienna) is dedicated to the EU’s proposal for a reform of the FDI Screening Regulation. Georg Adler (Federal Chancellery Austria) will analyze the legal basis, scope of application and minimum requirements of this proposal. Thereafter, CELIS Executive Director Steffen Hindelang (Uppsala Universitet) will shed light on the innovations for the EU cooperation mechanisms and whether this may result in a more centralized approach to investment screening. The second panel chaired by Michael Waibel (University of Vienna) will bring together legal practitioners and representatives from the Austrian Federal Ministry of Labor and Economy. Regina Kröll (Binder Grösswang), Volker Weiss (Schoenherr), Célia Chausse and Alexandra Leoni (Federal Ministry of Labor and Economy) will not only look back on three years of investment screening in Austria but also analyze expected future developments. The third panel, chaired by Ursula Kriebaum (University of Vienna), discusses other legal developments that aim to strengthen the EU’s strategic autonomy. Karl Soukup (European Commission) will give some first practical insights on the Foreign Subsidies Regulation. In addition, Christoph Herrmann (University of Passau) will analyze the current trends to develop outbound investment screening mechanisms.
Finally, the Thomas Jaeger (University of Vienna) will moderate a panel debate on the future of investment control in Austria and the EU including Judith Feldner (E+H), Christoph Barth (Linklaters), Christian Krimbacher (Federal Economic Chamber) and Marc Bungenberg (Saarland University).
