CELIS provides small rooms and high trust for people who regulate cross-border investments and the people who do the deals.
Across continents, we connect regulators, investors, law firms, and academia in a high-trust environment that rarely exists elsewhere.
Together with our stakeholders, we develop best practices and standards that shape the balance between investment security, open markets, and competitiveness.
CELIS Events
The CELIS Institute hosts invite-only, curated, high-level convenings such as the CELIS Forum on Investment Screening (CFIS), regional CELIS Thought Leaders, and focused dialogues rooted in legal and policy excellence, such as CELIS Leaders and CELIS Salon.

CELIS Technical Advisory
The CELIS Institute has successfully delivered comparative research, tailored training for governments and practitioners, and technical advisory services on the design and implementation of screening frameworks and other foreign investment-related regulation.

CELIS Resources
The CELIS Blog hosts timely, expert debate — by experts, for experts.
Through our multi-jurisdiction Country Reports network — widely used by chambers of commerce, leading tech firms, and regulators in the EU, US, and beyond - we track investment regulation.
Our CELIS Non-Papers provide policy-ready insights on investment screening, supply-chain risks, foreign subsidies, energy security, and more.

CELIS Events are high-level, trust-engineered convenings that shape best practices in investment security. We believe multi-stakeholder, closed-door dialogue is vital to effective economic security policy.
Our flagship event – the CELIS Forum on Investment Screening (CFIS) – is an invite-only, strict Chatham House, small room forum (capped at 60 speakers and 60 attendees). It brings together EU officials, national experts, diplomats, private practitioners, in-house counsel, academics, business leaders, think tankers, and civil society for candid, outcome-oriented exchange.
Other events include regional CELIS Thought Leaders focused on a cluster of national regimes for practitioners who need to master how screening actually works, and discreet and focused dialogues rooted in legal and policy excellence, such as CELIS Leaders and CELIS Salon.
